If you read the article it states quite clearly in the first paragraph that they are being based at Ørland, Norway. There is no mention of Fairford, or indeed the UK as a whole

Orland's usable runway is the same length as Fairford, 10,000 feet. Not like B-1Bs need to use all of it, just top up the tanks once airborne.
