I was thinking along the Russian lines, closest thing I can find looking similar is perhaps a Beriev MBR 2

Having spent more time Googling that is good for me I found a Japanese site that lists an awful lot of Russian aircraft and buried deep inside it is the Chetverikov ARK-3. The pic is a from a different angle but it looks like the aircraft in yours so I'll go for the ARK-3.
