To clarify the purpose of these Notam's. Aeronautical information regarding Fairford is printed in various Flight Planning Documents and when a change occurs, or is planned, a Notam is issued regardless of whether activity is expected or not. The fact that an exercise is coming up is just a co-incidence.
The Fairford Tacan isn't only used by Fairford inbounds/outbounds - it can also be used by aircraft, not inbound to Fairford, as an en-route navaid and when it goes out of service aviators and ATC'ers need to know about it - again, just because an exercise is coming up has nothing to do with it.

Chalenger noted just after 12 Noon overflew Carterton , any idea of reg , see to cross Brize Norton at least 4 times at low level .High gloss grey c/s , could not read reg as it went directly over my head each time.
