A RAF pilot once told me that Russian a/c are intercepted 200 miles out and have to turn round at 75 miles from the coast or else the RAF pilots were authorised to shoot. How can anything like a Bear therefore get close enough to Holland to infringe their airspace?

22A, I think there was some dramatic effect added to what you heard, 12 nm is the legal boundary.

Bears were intercepted by Dutch QRA (J-201 and J-879) just above TRA2, when they were taken over from the Danish QRA.
First minutes of the interception was done under control of Loneship (Danish air control), but they switched back to Bandbox (Dutch control) pretty soon.
They shadowed the Bears until they left TRA3 in the west and handed them over to some RAF Typhoons.
The winning Bears numbers were: RF94127 and RF94126

As with shipping, 12 nautical miles is the international boundary (ie where those countries laws apply) however 24 miles is the extended economic zone. Thus 12 miles would be the point that I assume QRA's would be authorised to shoot. If two international boundaries overlap, then they meet half way, eg us and France with the English channel,

What appeared to be a Tupolev Bear transiting at high altitude (leaving contrails) on a heading of approx 260 degrees between Norway and Shetland this morning.

Cannot think of any other swept wing four engined turbo-prop aircraft going around other than this. The sound was certainly something to behold, even at that altitude !

It's in Dutch (well...Frisian), but worth while watching. Interview with on of the pilots who intercepted the Bears last week, including footage from his helmet!
