I think the 21st FS have now arrived from Luke with their F-16s

I visited Tucson in Late March.
As mentioned the Iraqi's had long gone but the China/Taiwan 21stFS were present.
58 Operational F-16's were noted at various times between 22/03/23 and 26/03/23

There are 12 F-16s from Taiwan now, and I think these are mostly new to the unit (21st FS).
