The NOTAM is saying any aircraft that requires the arrestor cables removed from the runway can expect a possible 2 hour delay for the cables to be removed.
It takes time to rig/de rig the cables so they don't remove them until it is safe to do so, IE no based aircraft movements planned for some time.
The reason behind this is believed to be a large civi jet had to hold for a while a few weeks back for the cables to be de rigged, and he was not happy to wait.
