Biden won the electoral college so Biden will be President, he also won the popular vote so normal democratic service has resumed.

In 2016 Trump won the electoral college but had 3 million fewer votes than Hilary Clinton.

What is more worrying is the letter signed by 10 former US Secretaries of Defense warning against military intervention. I presume this is a warning to Trump not to use his powers as Commander in Chief to organise a military coup.

One of the US news networks had heard from a reliable source in the White House, that Trump was planning a Military strike against a Foreign Power so in his mind he could stay in Power. He was eventually persuaded to back away from that crazy idea.

AIUI during peacetime The National Guard are commanded by the individual State Governors, not DoD. They are in effect state militia. The constitution has lots to say on what federal troops (who are ultimately under the command of the President) can and can't do within the 50 states.

However, the District Of Coloumbia isn't a 'state', and is unique in that the DC NG does come under the command of the President, via the Secretary of Defence. So DCNG take their orders from Trump, and unless there is some mutiny in the ranks going on, then he is responsible for ordering the DC NG to do something or nothing.
