As I read it, the problem is a comms failure between Lakenheath radar and Mildenhall tower, so there is nothing preventing Mildenhall based aircraft doing circuit work at Lakenheath.

Lager 88 is bashing the Mildenhall visual circuit as I type - 59-1470 'Skipper III'.
