Biden will be arriving to mildenhall this Wednesday as per the White House official schedule so airforce one could be going straight here from Washington
Wednesday 9th
The President and the First Lady will greet US Air Force personnel and their families stationed in the United Kingdom at Royal Air Force Mildenhall. RAF Mildenhall is home to the 100th Air Refueling Wing, the only permanent U.S. Air Force air refueling wing in the European theater.

Worth bearing in mind that it doesn't actually state that Mildenhall is his arrival point though, just that he's going to be visiting. AF1 could still go to Stansted and transfer him across via the VH-3s etc. Not saying that AF1 isn't going to Mildenhall, just pointing out that there's no actual confirmation in that statement

The White House normally release a more detailed schedule on the day with timings and locations so you can see where Airforce one is going to land for sure

Very rare for the E-4 to go to the same country as AF-1. Would think Ramstein is much more likely.

I wonder why he wants to visit Mildenhall when he recommended to Obama to shut the place and the amount he as cut off the military budget which will affect Mildenhall and Lakenheath.

I didn't say never, I said very rare. According to Wikipedia (yeah I know) there have been 13 Presidential visits to the UK in the 20 years since Clinton left office, and AFAIK the E4 has gone elsewhere every time.
