Looks like they’re using this closure time to get ahead because it doesn’t become 05/23 until August’s AIRAC cycle which is when the notam ends.

Yep. Only the numbers and signage during this closure. The procedures are probably in Augusts AIRAC cycle and that will be when it "officially" changes to 05/23
