I would guess that they are being downsized in the light of the impending reduction of F-15C operations and therefore less pilot training requirements.
They still have seven 'Ds left, having gained one of the old "WA" ones (80-0054), together with 16 'Cs - according to the Scramble database.

Made a few when I visited KF a couple of years ago and yes, the tails were excellent.

Oregon has a thing with F15's the other unit in Portland has a fair few too.

If these are the same airframes as per an article on FlightGlobal then they form part of a compensation package for the US/Iranian nuclear deal. It suggests they will be operational rather than for spare parts etc.
