First one probably relates to the usual flypast over Wallingford at the 11th hour of the 11th day of the 11th month (Puma + Chinook last year, at very low level overflying the market square south-to-north).
The second one is very odd - a one-hour break at mid-day only affecting the based Pumas and Chinooks (and presumably any visitors). And at least one Chinook was flying locally on Monday within this time window.
Update 1200L - It is Benson Air Traffic Control that is closed, 1200-1300. Best guess is ATC is short of a controller to cover the lunch break!
