Are there any usaf warbirds based in the UK and if we get the heritage flight at riat are able to join it?

The USAF don't have any "warbirds" in the same way we have the BBMF.
They utilise civilian owned warbirds that are flown by USAF-approved pilots. So when there are displays in the UK, they often use UK-based aircraft with specific (usually American) pilots. I seem to recall last time they used a US-based P-51 that was in the UK for Duxford..?

I presume you don't mean aircraft under USAF ownership?
As EGVP says plenty in private/group hands such as Duxford
