Flares from the caravan

Anyone know the reasoning, why the guy from the caravan, besides the runway was shooting flares. I presume it was to gauge the wind? These weren't the usual bird scaring flares.

White/yellowish colour. No planes in the circuit. From the outside of the red and white cheques caravan.
