If it's of use, MAR reports that SCW-1 E-6B 163919 was noted at Stuttgart on the 24.03.05. I realise this is several days prior to your sighting but it used to be the case - indeed still may be - that USN E-6s would occasionally deploy to Stuttgart and operate missions from there for a short period (5-8 days), before returning to CONUS; and so this may have been what you saw?
