The Russian trade for QRA off the Baltic states is very much routine. That route is the only way they can get into the Kaliningrad Special Defence Region. Russia has a huge military presence in the Kaliningrad Special Defence Region. A part of Russia that doesn't actually share any borders with Russia proper. The Russians only route in and out of Kaliningrad is via the airspace over the Baltic Sea. Prior to coming under NATO protection the Russians used to violate and take shortcuts over the Baltic states
