The JSF project was run to prove the concept of a VSTOL fighter to replace the Harrier. Each had different design solutions, X-32B rotating nozzles , X-35B separate lift fan. and thus were funded as research. The joint services (USAF/USN/USMC) were forced into a combined solution so research programme was run.
The ATF was a USAF funded programme to provide the next generation fighter aircraft, two companies were paid to prove their best design with a (almost) guaranteed production contract as the prize.
