Although Woodbridge is still an MOD facility in use by the Army you would think it to be in a reasonable state. The domestic side of the base, and much of the operational buildings have been re-occupied by the Army, some old USAF buildings were demolished to make way for new ones, so yes that part of the base is very much up to modern standards.
However, the actual airfield, runway, taxiways, HAS area, SOS hangars and general airfield infrastructure has been pretty much left in the hands of nature and the elements. The runway is now lined either side by trees and bushes which have had 22 years growth behind them, so are now quite overgrown. The underground services such as the electrical cables for the airfield lights and signs must be quite deteriorated as too must be the fuel and water and drainage pipelines.
The runway & taxiways are frequently used for car track days, so they are in use to that effect, and some of the HAS and QRA barns have been used to store Army equipment.
I agree that it could become activated again as a makeshift airfield in a short space of time, but a restoration to a permanent operational airfield would take years... And a big pile of cash!
