Ah, April 1st assumptions.
Flights of Dounreay nuclear material have been ongoing for some time; even reported on the BBC, stock picture of C-17. The Dounreay fast breeder reactor produced, amongst other things, plutonium. The US is understandably keen to keep such materials under tight control.

I wonder what the intentions are when a paper prints a non story like this. The main thing is the product is leaving our shores for now.
