You wouldn't necessarily expect that, depends on what the requriement is and what the design is. Comprimises happen in every design. Slower aircraft have replaced faster ones in the past. Absolute speed isn't critical, whereas range, supercruise, weapons carrying capability, low observability etc. etc. are also important.
