Info. required re. Istrana AFB

Can anyone enlighten me as to:

1. What type(s) of aircraft are based at Istrana?
2. Are there any restrictions on taking photos along the perimeter fence, i.e. am I likely to be arrested?!
3. Assuming that the answer to 2 above is 'no', are there any good locations (e.g. mounds, etc.) for taking photos (as opposed to spotting)?
4. Is there any flying at the weekend?

I was there in 95 and the police were a bit touchy then, even at the airports. I would still err on the side of caution, be discreet.
