Hi Peter, I have photographed from outside the base on many occasions without any problems, I never contact the PAO here as they expect people outside the perimeter fence, especially when the Blue Angels are getting ready for the show season (February - March). Just remember not to walk up to the fence to shoot through the fence, a 3 step ladder will really help AND if it rains, get off the dirt track straight away.

Also worth adding that El Centro doesn't have any permanently based aircraft, so it's quite variable. I've been and the ramp has been empty (so drive for an hour and go to Yuma instead), and other times it's been very busy.
On the weather front, I've had very windy weather and it can be extremely hot - take plenty of water!
