Looking at the other pictures on that link, the 124 looks to be at the right altitude coming over the ILS localiser, but then for some reason sinks dramatically over the next 210mtrs to the point were he clears the fence by no more than 2 ft. There's no way he reached the runway threshold before touchdown which is another 205 mtrs further on from the fence, yet alone the normal touchdown area which is 450 mtrs from the fence.
doesn't cover it, very lucky this didn't end with something more serious.
