Yes it does look as though the early decade pre-fixes have been dropped but it looks as though there is a work-around.
Just read an article referring to the registering of old types like Piper Cubs etc. and it appears they apply for an N- reg but simply paint NX- onto the aircraft (to retain authenticity for the type flown] although the registration system/documentation only requests and shows N-.
In a more modern context NX- seems to be used where there is an advisory capacity for any passenger in that the a/c is in some way experimental, I.e, special notation for passenger carrying.
Perhaps this a/c may have be been used for type validation when going for new operator / type approval in the USA as it is markedly different to the USN Hawk/Goshawk although produced by the same manufacturer.
