Easy answer - no!
However, there will normally be something pass through, but altitude, which part of the range being used, weather, etc., etc. mean that it can and will be pot luck.
Exercises used to be notified on the MoD website, but the new Gov website seems to have casually removed this useful info, which is a shame as I can't imagine that it was any aspect of security that led to its removal!
Thursday will sometimes have a crowd (in local terms) at Wiley Sike if you want to chat to the 'Thursday Boys'.
FC and other websites will sometimes give some clues to range usage, but the best thing to do is to pre-check the Northumberland National Park webcams to see if the weather matches the forecast, to go for the day, prepared for nothing but the cold, have a wander across to Crammal Linn waterfall/gorge, and at the very least you'll hopefully have a good day out!
