9/11 is remembered with a ceremony on most USAF bases every year, I wouldn't expect anything different that you'd be able to see from outside.

Any aircrew are expected to maintain their flying currency up until the day the funding for their aircraft disappears. Sometimes easier said than done, but where there's a will aircrew will find a way.

"They" can tell you to move despite you being on "public land" when there's a risk to your safety as much as when there's a risk to their security.
