I would say pass it on to the police since littering is a criminal offence (Environmental Protection Act 1990). Unfortunately though, our constabularies are vastly overworked and under-resourced to be able to cope with this level of crime.

The date is in the description "...on the night of March 30 - 31, 2016..." the date is also on the screen. But it doesn't matter when - it is still horrible especially for the clean-up team and the relatives of the deceased.

That's a long article to say b**ger all - and even what is there is incorrect and badly written. Can't they employ journalists who have decent English qualifications? Actually that sentence should have ended after four words.
