I don't think FL-293, FL-309, FL-353, FL-462, FL-546, FL-624, FL-625, FL-626, FL-637, FL-640, FL-641, FL-648, FL-649, FL-655, FL-660, FL-662, FL-684 are in Army service. I don't think 80-0053 has ever been based at Nellis. It's been based at Eglin with the 85th TES for over 20 years.

There is no evidence of any of the ex French aircraft flying as yet. They received 40, of which 13 were supposed to fly and 27 for spares.

The F-16s live in barns, but you can read some from the road running along the north side.
The Army NG area is less easy to see into - it is in a remote area on the south side.

The Army NG are easy to read from outside, assuming there are any outside (it can be hit and miss). The USCG less so, their ramp is a fair distance away, so any haze will prevent you from reading serials, although if you are lucky you might be able to get one or two from the gate area. No idea about...
