Some newspapers are saying a large part of the cost was the fee paid to the design company the Gov employed to come up with the livery. Don't believe what you read, it's just poo-stirring. Unfortunately that's what happens when you PFI something, the consultancy fees are bigger than the costs to do...

What looks like an afterthought is the "ZZ336" in enormous bold lettering!

Agree about the roundel, but generally it's ok.
