I don't know enough about what's based in Germany and Italy, but there's a balance of forces still needed to be a deterent towards Russia although no where near the numbers of fighter/attack aircraft there today.

I don't see why the F-22 would need to be deployed to Europe with its supporting ground support when there are suitable American show and delivery of force assets already based in Europe? I suspect its for the same reason Fairford isn't full of Buffs right now, rather than the F-22 not being suitable.
