I think it is 4 jets and is probably a typical TV dramatization of how two jets are always on QRA standby (hence why they said down to 1 jet) with the other 2 requiring a little more prep to get them on standby.

I’m intrigued by the wording in that preliminary report with the backseater being referred to as an “observer”. Obviously in a military capacity the backseater would be a WSO/Navigator etc. but with this aircraft being operated in a civilian guise there would be no need to refer to them as such. My ...

I've been searching Twitter and so far found that it appears the Gripen E from SAAB won the Paul Bowen Trophy (Best Solo Jet Demonstration) and the SK.60 won the King Hussein Memorial Sword (Best Overall Flying Demonstration).
