It’s the RADEX facility ground station at QinetiQ working with the Crowsnest trials aircraft ZH833 which is currently ~30 miles to the west.
Presumably they are using the Basset’s old unit.

As an aside 3 Merlin HM1s were noted in the east facing HAS, third from the east on the northern line, next to the main ramp. One was towed towards the main hangar complex at 0845. The stored ones are HM1's which were never upgraded to HM2 standard. ZH838/848/849/855/858/863 ZH830 and ZH852 too. All still there and I, too, haven’t heard anything of their futures. Do you know if any of these Navy Merlins has "HMS Northumberland" on the nose? I’m afraid I can’t help with that one, sorry.
