Help decyphering this NOTAM

I've just found this for Fairford and was trying understand what it all means in practical terms. Can anyone help?

To do with the ILS (instrument landing system) used by aircraft when landing. The B52s were reporting issues with the localiser element of it when they arrived last week, and the FAA flight checker aircraft was out last week as well to check it. This NOTAM is one directed at aircraft giving them info about the airfield equipment, so not much help to us in terms of predicting aircraft movements!

Thanks Nitro999, I was wondering whether it meant as a result of the problems reported that runway 27 is more likely to be used for landings

Yes possibly. Although it tends to be R27 most of the time anyway due to the prevailing wind direction.
