Pedestrians.

But not sure that can be done ?
Is it not a right of way requiring some kind of 24hr by law amendment.

I don't think they are stopping pedestrians from walking past the end of the runway, they will be stopping them from loitering at the end of the runway. With an aircraft performing or on it's approach they will stop people from entering that area until the aircraft is finished.
