Been twice. Its a strange place. The bases are very secure with high fences and hedges all around them, and lots of trees on base. There are very few places where you can see anything on base. Never had any jostle from police, but have been told that they can get twitchy if you're too close to the fence.

Changi East (F-16) is a waste of time - dots in the distance. Changi West (KC-135 and F-50) is Ok. You can sit on the beaches at the northen end and bore yourself senseless watching spam airliners, and once in a blue moon one of the mil types will come in. At Tengah (F-16) and Paya Labar (F-15, F-5, C-130) you can find places on long finals that allow some Ok photography, but the runways are all north/south, and being so close to the equator it can be difficult to get good light. Paya also has a decet museum, and you can sometimes see stuff in the engineering hangars from the 2nd floor balcony.

The weather is also an issue. It's virtually the same every day - sunny till early afternoon, then violent thunderstorms and heavy rain till it gets dark. And stinking hot and humid at all times. So get into position early (7am) and expect to abandon ship mid afternoon when the monsoon arrives. You won't need a hire car - busses and underground trains will get you everywhere you need to go.
