Image Resizing on Photoshop elements

Hi guys,

I'm struggling to set a specific image size once completing an edit on Photoshop Elements 14. If I change the image resolution it completely throws the image size. For example if I try and set a 16x12 inch image I cannot get a set image it gives me the below readings -

Width - 16 inches
Height - 10.667 inches
Resolution - 360 pixels/inch

Why can I set a straight 16x12inch image ?

It appears that the image is of the ratio of 3:2 based on the Width and Height readings you have provided, 16x12 is a ratio of 4:3, as such achieving a 16x12 image will mean the image will need to be cropped using the 4:3 ratio.
