I have used Faststone: http://www.faststone.org/, seems to work well and is free.

I use it for submitting pics to a camera group I am in.

The reason I asked folks - sometimes severe cropping is useful with our pictures, but we can very quickly run out of pixels that would allow us to do a massive crop and still end up with enough pixels to fill our laptop screens, so anyway to crop then upsize the picture file would make severe cropping possible.

When I used to take a lot of pictures, I swore by this.

http://www.xnview.com/en/

The Windows version is excellent, the Linux version is ok.
There's not much it won't do and it was easily as good as Photoshop for basic stuff, a damn sight easier too.
It's free, give it a go.

ON1 Resize (formerly Perfect Resize and originally 'Genuine Fractals') is a program to primarily up-res images using a specific method of interpolation, but there are a bunch of other features in the latest versions. Not sure any of the other programs mentioned, free or otherwise, provide that specific functionality. Typically its used to make files suitable for large prints. Claims that it can do 1000% increases in size.

Haven't used it in a while, as I don't do much printing. But I will try to come up with a sample of what it can do... but you'll have to be patient.

p.s. Can be used stand-alone or as a plug-in to PhotoShop or Lightroom.
