Thanks martmpf, always thought Donna had to be activated by NOTAM, then checked the Donna section and there was a NOTAM

I don't think Donna Nook needs to be "activated" by a NOTAM. Generally it is available for use during it's opening hours. But as with any facility, it is generally advisable to "book" a slot time. When NOTAM's are issued, these usually cover a specific or non-standard activity, such as these flare trials. Presumably this indicates that the range is NOT generally available in the usual way.
At least I think that is the case, but happy to be corrected!
